The second-half 6.7 banner will officially go live on July 21 at 18:00 (UTC+8) and run for 21 days until August 11. The two banners share pity, and the first-half Sandrone and Citlali banners will end at 17:59 (UTC+8) on July 21, so this is your last chance to pull for them.
The second-half characters are Raiden Shogun (rerun) and Columbina·Hiperselenia (first rerun). Their team value is worlds apart. If you have limited resources and can only choose one, the logic is actually very clear: do you already have Moon system characters and a team foundation? If yes, pull Columbina. If not, pull Raiden Shogun.
Columbina ("The Maiden"): the core damage amplifier for Moon teams
Columbina is a 5-star Hydro Catalyst user and the core damage-support unit for Moon reaction teams such as Moon-Charged and Moon-Bloom. Her main mechanic converts the team's elemental reactions into Moon reactions and greatly boosts Moon-team damage. Her Burst field directly grants the whole party a 40% Moon reaction damage bonus while providing long-duration off-field Hydro application.

When to pull Columbina: If you already have a Moon-Charged or Moon-Bloom setup in place (for example Flins, Nefer, and other Moon-team members), or you plan to build a Moon team in the Snezhnaya version, then she is worth it. Otherwise, Raiden Shogun is the higher priority!
Raiden Shogun: a universal Energy Recharge support that works for both new and veteran players
Raiden Shogun, whose real name is Raiden Ei, the Electro Archon of Inazuma: Her core value comes from her Elemental Skill providing teamwide damage bonus, while her Elemental Burst deals high Electro damage and restores Energy to the whole party, making her the engine of a team's rotation and Energy cycle~
Maxed-out versatility: From Raiden National (Raiden + Xingqiu + Xiangling + Bennett) to Electro Aggravate teams, Raiden Shogun is a core piece in almost every team that needs Energy and sustained rotations. For new players, her priority is extremely high — a C0 Raiden Shogun improves team stability more than three C0 main DPS units.
F2P-friendly: Raiden's signature weapon, 'Engulfing Lightning,' converts Energy Recharge into ATK, but the free fishing weapon 'The Catch' is already her best budget weapon. You can still clear the Abyss with full stars without touching the weapon banner.
When to pull Raiden Shogun: If you need a universal character that keeps every team's Energy cycle smooth, or if your account is brand new — Raiden's value during the early game is far above Columbina's.
Weapon banner: Both signature weapons are very niche. Skip if you don't have the corresponding character!
Second-half weapon banner also features 'Engulfing Lightning' and 'Night Verse Between Curtains'
Engulfing Lightning: Raiden Shogun's signature weapon. Its substat is Energy Recharge, and its passive turns Energy Recharge into ATK, which is a huge upgrade for Raiden. It also works well on polearm characters like Xiangling and Shenhe who need more Energy Recharge.
Night Verse Between Curtains: Columbina's signature weapon. Its effect is tied to Moon reactions — for players who don't run Moon teams, it is basically a blank stat stick.
Weapon banner advice: Skip it if you don't have the matching character. If you have Raiden but a tight budget, 'The Catch' is a good substitute, and the gap is basically acceptable~

After 6.7 ends, the game will move straight into the Snezhnaya 7.0 version, where new characters like Odeta and Vojanisha will take over, so plan your Primogems in advance!
