Building CRIT Rate or CRIT DMG does absolutely nothing for the damage dealt when an Anomaly triggers, so Anomaly characters have always followed a very straightforward build logic—stack Anomaly Proficiency and Anomaly Control, with an entirely different system from traditional direct-DMG teams. Then Phioni arrives and tells you directly: Anomaly DMG can crit now, and the entire team benefits!

This is no longer just a “Fire Anomaly buff.” It is a rewrite of the underlying logic of Anomaly teams~

So in this guide, I’ll go through Phioni’s build from start to finish: which W-Engine to use, how to set up Drive Discs, how to prioritize stats, and how to build her teams.

Phioni’s Core Mechanic—How Does Anomaly Crit Actually Work?

Let’s clarify the most important mechanic first, otherwise you won’t know why the recommended build works.

According to test-server data, Phioni’s core passive works like this: once her Anomaly Control exceeds 145 points, every additional point of Anomaly Control increases the entire team’s Anomaly CRIT Rate against enemies in the “Weakened” state by 0.7%. If you reach 245 Anomaly Control, that means 100% Anomaly CRIT Rate!!!

What does that mean? Whenever Phioni triggers a Fire Anomaly, or a teammate triggers any Anomaly DMG, that Anomaly DMG has a chance to crit. The effect is shared by the whole team, so Anomaly DMG dealt by Remiel and Velina can also benefit from the crit bonus. Phioni’s core build philosophy can therefore be summed up in one sentence: stack Anomaly Control as hard as possible, and reaching 245 means you’re basically finished~

Of course, reaching 245 in actual combat is not easy. You’ll need to maximize your W-Engine, Drive Discs, and teammate buffs, but make sure you at least exceed 145 first—that is the major breakpoint.

Which W-Engine Should You Choose?—Everything Below Her Signature Is a Compromise

There honestly isn’t much to debate when it comes to W-Engines.

The best option is obviously her signature W-Engine. Based on test-server data, it provides 30% Anomaly Control, 75 Anomaly Proficiency, and a Fire DMG bonus—in other words, it gives Phioni almost everything she wants. If you plan to invest seriously in this character, the signature W-Engine has a high priority, because reaching 245 Anomaly Control requires a lot of sources, and its 30% bonus is a major piece of the puzzle.

Without her signature, Angel and Shell is the second-best option. It also provides 30% Anomaly Control and 90 Anomaly Proficiency, making it even more focused on Proficiency in terms of stats, but it lacks the Fire DMG passive. If you already pulled this W-Engine, you can use it directly; the gap is not particularly large. F2P players should use Weeping Gemini, the most practical Anomaly option among A-Rank W-Engines. Its stacking effect has good uptime in teams that trigger Anomalies frequently. Although its base stats are lower than an S-Rank W-Engine, it is still enough to put Phioni on the field and make her work~ If you have none of these, other A-Rank Anomaly W-Engines can also serve as temporary options, but you will lose quite a bit of Anomaly Control and Proficiency.

Drive Disc Setup—4 Freedom Blues + 2 Phaethon Melody

For Drive Discs, the current test-server standard is four pieces of Freedom Blues plus two pieces of Phaethon Melody.

The reason for using four Freedom Blues is straightforward: its two-piece effect grants Anomaly Proficiency, directly increasing Anomaly DMG. Its four-piece effect reduces the target’s Fire Anomaly Buildup RES after an EX Special Attack hits. Phioni already wants to trigger Fire Anomalies frequently, so this resistance reduction lets her apply Burn faster and makes the rotation feel much smoother. The two-piece Phaethon Melody is simply for its 8% Anomaly Control. Phioni faces considerable pressure to reach her Anomaly Control thresholds, so any free source of Control is worth taking. Since Phaethon Melody is a two-piece set, it does not conflict with the four-piece Freedom Blues setup.

For main stats, Slot 4 Anomaly Proficiency and Slot 6 Anomaly Control are basically uncontested. For Slot 5, Fire DMG Bonus is preferred. If your substats already rolled heavily into ATK%, or your W-Engine and teammates provide plenty of DMG buffs, ATK% is also usable and the difference will not be extreme. Substat priority is Anomaly Proficiency > ATK% > PEN Ratio. CRIT Rate and CRIT DMG can be completely ignored—Phioni’s crits are Anomaly Crits and do not use traditional CRIT stats.

Skill Level-Up Priority

The basic priority is Core Skill first, Basic Attack second, and Chain Attack third.

The Core Skill needs no explanation: Phioni’s entire Anomaly Crit mechanic is contained there, and higher levels provide greater returns. Basic Attack comes second because the “Expat” attack performed by holding Basic Attack and consuming “Ember” is one of her main damage sources, so increasing its multipliers has a noticeable impact. Chain Attack includes the Ultimate and helps during burst windows, so it comes third. Special Attack has medium-high priority; EX Special Attack is essential for building Ember and triggering Freedom Blues’ resistance reduction, so it is worth leveling. Assist and Dodge should be left for last because they contribute the least to her core rotation.

Team-Building Ideas—The Complete Remiel Anomaly Team

Phioni’s team options are actually quite clear.

The best team is Phioni + Remiel + Velina. This is widely considered the complete “Anomaly battleship” on the test server. Triggering the three-Anomaly version of Phioni’s Additional Ability provides its strongest effect, increasing Anomaly CRIT DMG from 25% to 40%. Velina provides off-field Anomaly application and buffs, Remiel is the main window for converting Anomaly DMG, and Phioni handles Fire application while allowing the entire team’s Anomaly DMG to crit. The next-best options are Phioni + Remiel + Vivian or Nangong Yu. Without Velina, Vivian can serve as an off-field Anomaly damage dealer, while Nangong Yu provides Anomaly buffs. The team’s ceiling will be lower, but the core Anomaly Crit mechanic remains intact and the team is still playable. For new players or players with a limited roster, Phioni + any Anomaly character + a Support character is enough. Her Additional Ability only requires one Anomaly teammate or a character from the same faction, so three Anomaly characters are not mandatory. Even an A-Rank Anomaly character such as Bernice can be used to get started, though the Anomaly CRIT DMG bonus will be lower.

Mindscape and Pull Recommendations

M0 is a complete package, while M2 is the most cost-effective stopping point.

Phioni’s M0 kit is already very complete, and her core Anomaly Crit gameplay does not require Mindscapes. M1 improves Ember generation and Anomaly Crit gains, making her more comfortable but not essential. M2 improves the EX Special Attack rotation and energy management, making the entire team run more smoothly; it is currently the most highly rated stopping point on the test server. M4 provides additional Decibel Value, while M6 greatly raises her ceiling for heavy investment. Most players do not need to consider them, but whales can go as far as they like.

In terms of pull priority, Signature W-Engine > M2 > M1. If your Polychromes are limited, get the character first, then prioritize the signature W-Engine because reaching 245 Anomaly Control requires its Control bonus, and consider M2 afterward. If necessary, simply play M0 with Weeping Gemini and pick up upgrades during a rerun~

My advice is that if you already have Remiel, Phioni is basically a must-pull. If you do not have Remiel yet, you can wait and see how Sevarian performs in the second half of Version 3.3 before deciding how to spend your Polychromes.
